Start up license is only come with 5000 server connection, that is no meaning for user cal but only for Servers.
You need to know when the license installed without install the license file , they come with 96 hours startup grace priod, you will
have 2 users connections, but after the grace priod only the administrator can function. But if the license server installed and and licenses were issued, at this moment, if this license break down, you will have another grace priod, " 30 days recovery grace priod"
